CONTEXTE<\/strong><\/h5>\n

Par son potentiel de d\u00e9veloppement social, culturel et \u00e9conomique, le continent africain d\u00e9passe aujourd\u2019hui toutes les autres r\u00e9gions du monde. Etant donn\u00e9 l\u2019\u00e9puisement du potentiel de croissance des pays du Nord, les ressources humaines et mat\u00e9rielles du continent africain obligent \u00e0 une reconsid\u00e9ration des politiques actuelles et des partenariats strat\u00e9giques ayant un impact \u00e0 moyen terme.<\/p>\n

Dans ce contexte, l\u2019Universit\u00e9 Babe\u0219-Bolyai (UBB)<\/strong>\u00a0propose une strat\u00e9gie visionnaire par la cr\u00e9ation du\u00a0Centre d\u2019Etudes Africaines (CESTAF)<\/strong>\u00a0cens\u00e9 coordonner des r\u00e9seaux didactiques, de recherche et professionnels, ainsi que des projets institutionnels et scientifiques avec des entit\u00e9s partenaires de l\u2019Afrique.<\/p>\n

La pr\u00e9existence des relations de coop\u00e9ration<\/strong>\u00a0fonctionnelles entre l\u2019UBB et les universit\u00e9s de la r\u00e9gion valide notre d\u00e9marche. Ainsi, au cours des cinq derni\u00e8res ann\u00e9es, l\u2019UBB\u00a0a accueilli et form\u00e9<\/strong>\u00a0des dizaines d\u2019\u00e9tudiants, de doctorants et des post-doctorants, notamment \u00e0 travers lesmobilit\u00e9s<\/strong>\u00a0soutenues par l\u2019Agence Universitaire de la Francophonie, l\u2019Organisation Internationale de la Francophonie et le Programme de D\u00e9veloppement des Nations Unies. De surcro\u00eet, l\u2019UBB\u00a0a organis\u00e9 deux grands programmes de recherche<\/strong>\u00a0en partenariat avec des universit\u00e9s africaines \u2013 le premier, avec l\u2019Universit\u00e9 du Cape<\/strong>\u00a0(Afrique du Sud), le second, en partenariat avec l\u2019Universit\u00e9 Abomey-Calavi<\/strong>\u00a0(B\u00e9nin) et avec le\u00a0Centre National de Recherche et Technologie de Ouagadougou<\/strong>\u00a0(Burkina Faso). Gr\u00e2ce a la Facult\u00e9 d\u2019Etudes Europ\u00e9ennes, l\u2019UBB est repr\u00e9sent\u00e9e au sein du\u00a0Carrefour Africain pour la Recherche et le D\u00e9veloppement<\/strong>(CAREDE), structure interinstitutionnelle de l\u2019Afrique de l\u2019Ouest qui \u00e9dite la prestigieuse\u00a0revue internationale<\/strong>\u00a0<\/strong>Perspectives et soci\u00e9t\u00e9s<\/strong><\/em>. En outre, depuis 2012, l\u2019UBB est le partenaire de l\u2019Universit\u00e9 Cheikh Anta Diop dans le cadre du\u00a0Master Erasmus Mundus MITRA<\/strong>, avec huit autres universit\u00e9s.<\/p>\n

OBJECTIFS<\/strong><\/h5>\n

1.<\/strong>La mise en place d\u2019une\u00a0plate-forme fonctionnelle d\u2019interaction<\/strong>\u00a0avec les milieux institutionnels des pays africains ainsi qu\u2019avec les chercheurs et les \u00e9tudiants des pays africains. Le Centre entendra fournir par cette plate-forme des conseils aux institutions, aux chercheurs et aux \u00e9tudiants africains int\u00e9ress\u00e9s par la r\u00e9alisation d\u2019accords ou de stages d\u2019\u00e9tude et de recherche en Roumanie et, inversement, \u00e0 leurs homologues roumains int\u00e9ress\u00e9s par l\u2019\u00e9tude des soci\u00e9t\u00e9s africaines.<\/p>\n

2.\u00a0<\/strong>La coordination des\u00a0programmes didactiques communs<\/strong>, dans les domaines prioritaires et d\u2019int\u00e9r\u00eat pour les universit\u00e9s et les centres de recherche d\u2019Afrique et de Roumanie; la r\u00e9alisation d\u2019une offre d\u2019\u00e9tudes pour les \u00e9tudiants qui puisse inclure des disciplines ayant comme objet d\u2019\u00e9tude les soci\u00e9t\u00e9s africaines, sous diff\u00e9rents aspects.<\/p>\n

3.\u00a0<\/strong>La coordination des\u00a0programmes de recherche<\/strong>\u00a0en partenariat avec des universit\u00e9s africaines ; la r\u00e9alisation d\u2019un plan interdisciplinaire et multi-annuel de recherche sur l\u2019\u00e9volution des soci\u00e9t\u00e9s africaines; la publication des rapports et policy-papers sur les \u00e9tudes r\u00e9alis\u00e9es ; la coordination et la r\u00e9alisation des traductions de certains auteurs pertinents.<\/p>\n

4.<\/strong> L\u2019organisation des\u00a0colloques,<\/strong>\u00a0des\u00a0s\u00e9minaires<\/strong>\u00a0et des\u00a0conf\u00e9rences<\/strong>\u00a0avec la participation des diplomates, des officiels gouvernementaux, des universitaires et des entrepreneurs africains en vue de diss\u00e9miner d\u2019information et promouvoir des opportunit\u00e9s de coop\u00e9ration avec les Etats africains parmi le publique roumain.<\/p>\n

    \nAT BABE\u0218-BOLYAI UNIVERSITY IN CLUJ-NAPOCA<\/h2>\n

    CONTEXT<\/h5>\n

    Considering its potential of social, cultural and economic development, the African continent excels all\u00a0the other regions of the world. As the growth potential of the North has reached its limits, the\u00a0abundance and the quality of the human and material resources present on the African continent\u00a0demand a reconsideration of the present policy regarding strategic partnerships with medium term\u00a0impact.<\/p>\n

    In this context, the Babe\u0219-Bolyai University (BBU) has recently adopted a visionary strategy by creating\u00a0the Centre for African Studies (CESTAF), which would coordinate educational, research and professional\u00a0networks, as well as institutional and scientific projects together with partner entities from Africa.<\/p>\n

    The prior existence of functional cooperation relations between BBU and African universities validates\u00a0our demarche. In the past five years, BBU has admitted and educated a few dozens of BA, MA, PhD and\u00a0post-doctoral students, especially through the exchange fellowships supported by the Francophone\u00a0University Agency, the International Francophone Organization and the United Nations Development\u00a0Program. BBU ran two major research programs in partnership with African universities \u2013 one with\u00a0Cape Town University, the other with Abomey-Calavi University (Benin) and the National Centre for\u00a0Research and Technology in Ouagadougou (Burkina Faso). BBU\u2019s Faculty of European Studies is\u00a0represented in the African Crossroad for Research and Development (CAREDE), a west-African interinstitutional\u00a0structure that produces the prestigious international academic journal Perspectives et\u00a0soci\u00e9t\u00e9s. Furthermore, starting 2012, BBU became partner with the Cheikh Anta Diop University within\u00a0the Erasmus Mundus MITRA Master Studies, along with eight other universities.<\/p>\n

    OBJECTIVES<\/h5>\n

    1.<\/strong> To create a functional interaction platform connected to the institutional frameworks of the African\u00a0states, with researchers and students coming from African countries. The Centre will provide through its\u00a0guiding platform access for African researchers and students to study and research in Romania and will\u00a0connect the Romanian counterparts interested in the African societies with African universities and\u00a0research centres.<\/p>\n

    2.<\/strong> To coordinate common educational programs in vital areas for the universities and research centres\u00a0in Africa and Romania; to complete an academic offer for students including disciplines on African\u00a0societies and their various aspects.<\/p>\n

    3.<\/strong> To propose and implement research programs in partnership with African universities; to complete\u00a0an interdisciplinary and multi-annual plan for the research of the evolution of African societies; to\u00a0publish reports and policy papers regarding the completed studies; to publish translations of the work of\u00a0relevant African authors.<\/p>\n

    4.<\/strong> To organize events, lectures and conferences given by i.e. African diplomats, government officials,\u00a0academics, entrepreneurs, etc., in view of contributing to the dissemination of information and the\u00a0promotion of co-operation opportunities with African states among the Romanian public.<\/p>\n
