CONTEXTE

Par son potentiel de développement social, culturel et économique, le continent africain dépasse aujourd’hui toutes les autres régions du monde. Etant donné l’épuisement du potentiel de croissance des pays du Nord, les ressources humaines et matérielles du continent africain obligent à une reconsidération des politiques actuelles et des partenariats stratégiques ayant un impact à moyen terme.

Dans ce contexte, l’Université Babeș-Bolyai (UBB) propose une stratégie visionnaire par la création du Centre d’Etudes Africaines (CESTAF) censé coordonner des réseaux didactiques, de recherche et professionnels, ainsi que des projets institutionnels et scientifiques avec des entités partenaires de l’Afrique.

La préexistence des relations de coopération fonctionnelles entre l’UBB et les universités de la région valide notre démarche. Ainsi, au cours des cinq dernières années, l’UBB a accueilli et formé des dizaines d’étudiants, de doctorants et des post-doctorants, notamment à travers lesmobilités soutenues par l’Agence Universitaire de la Francophonie, l’Organisation Internationale de la Francophonie et le Programme de Développement des Nations Unies. De surcroît, l’UBB a organisé deux grands programmes de recherche en partenariat avec des universités africaines – le premier, avec l’Université du Cape (Afrique du Sud), le second, en partenariat avec l’Université Abomey-Calavi (Bénin) et avec le Centre National de Recherche et Technologie de Ouagadougou (Burkina Faso). Grâce a la Faculté d’Etudes Européennes, l’UBB est représentée au sein du Carrefour Africain pour la Recherche et le Développement(CAREDE), structure interinstitutionnelle de l’Afrique de l’Ouest qui édite la prestigieuse revue internationale Perspectives et sociétés. En outre, depuis 2012, l’UBB est le partenaire de l’Université Cheikh Anta Diop dans le cadre du Master Erasmus Mundus MITRA, avec huit autres universités.

OBJECTIFS

1.La mise en place d’une plate-forme fonctionnelle d’interaction avec les milieux institutionnels des pays africains ainsi qu’avec les chercheurs et les étudiants des pays africains. Le Centre entendra fournir par cette plate-forme des conseils aux institutions, aux chercheurs et aux étudiants africains intéressés par la réalisation d’accords ou de stages d’étude et de recherche en Roumanie et, inversement, à leurs homologues roumains intéressés par l’étude des sociétés africaines.

2. La coordination des programmes didactiques communs, dans les domaines prioritaires et d’intérêt pour les universités et les centres de recherche d’Afrique et de Roumanie; la réalisation d’une offre d’études pour les étudiants qui puisse inclure des disciplines ayant comme objet d’étude les sociétés africaines, sous différents aspects.

3. La coordination des programmes de recherche en partenariat avec des universités africaines ; la réalisation d’un plan interdisciplinaire et multi-annuel de recherche sur l’évolution des sociétés africaines; la publication des rapports et policy-papers sur les études réalisées ; la coordination et la réalisation des traductions de certains auteurs pertinents.

4. L’organisation des colloques, des séminaires et des conférences avec la participation des diplomates, des officiels gouvernementaux, des universitaires et des entrepreneurs africains en vue de disséminer d’information et promouvoir des opportunités de coopération avec les Etats africains parmi le publique roumain.

AT BABEȘ-BOLYAI UNIVERSITY IN CLUJ-NAPOCA

CONTEXT

Considering its potential of social, cultural and economic development, the African continent excels all the other regions of the world. As the growth potential of the North has reached its limits, the abundance and the quality of the human and material resources present on the African continent demand a reconsideration of the present policy regarding strategic partnerships with medium term impact.

In this context, the Babeș-Bolyai University (BBU) has recently adopted a visionary strategy by creating the Centre for African Studies (CESTAF), which would coordinate educational, research and professional networks, as well as institutional and scientific projects together with partner entities from Africa.

The prior existence of functional cooperation relations between BBU and African universities validates our demarche. In the past five years, BBU has admitted and educated a few dozens of BA, MA, PhD and post-doctoral students, especially through the exchange fellowships supported by the Francophone University Agency, the International Francophone Organization and the United Nations Development Program. BBU ran two major research programs in partnership with African universities – one with Cape Town University, the other with Abomey-Calavi University (Benin) and the National Centre for Research and Technology in Ouagadougou (Burkina Faso). BBU’s Faculty of European Studies is represented in the African Crossroad for Research and Development (CAREDE), a west-African interinstitutional structure that produces the prestigious international academic journal Perspectives et sociétés. Furthermore, starting 2012, BBU became partner with the Cheikh Anta Diop University within the Erasmus Mundus MITRA Master Studies, along with eight other universities.

OBJECTIVES

1. To create a functional interaction platform connected to the institutional frameworks of the African states, with researchers and students coming from African countries. The Centre will provide through its guiding platform access for African researchers and students to study and research in Romania and will connect the Romanian counterparts interested in the African societies with African universities and research centres.

2. To coordinate common educational programs in vital areas for the universities and research centres in Africa and Romania; to complete an academic offer for students including disciplines on African societies and their various aspects.

3. To propose and implement research programs in partnership with African universities; to complete an interdisciplinary and multi-annual plan for the research of the evolution of African societies; to publish reports and policy papers regarding the completed studies; to publish translations of the work of relevant African authors.

4. To organize events, lectures and conferences given by i.e. African diplomats, government officials, academics, entrepreneurs, etc., in view of contributing to the dissemination of information and the promotion of co-operation opportunities with African states among the Romanian public.
